Why Tower Hamlets Crossrail hole-inviter Council has had no 'opposition leadership' on the Council -

[Continuing from the previous item about Tower Hamlets Council published here this morning]

Just how solid is that ‘belief’? Or, rather. how sound is that ground for that ‘belief’ by the controlling clique on Tower Hamlets Council that there is no ‘alternative’ to the current clique, that may take over the Council at the next coun cil election?


The ‘candidates’ have not spoken yet.

But by looking at the behaviour of the ‘candidates’ it is reasonable to say that they feel that they are not vincible. That they will, remain in the ‘majority’ group and they will ‘reign’ in the Tower Hamlets Borough!

And why should they feel so confident?

Part of the reason is to be found in what janet did!

Janet Ludlow!

Ludlow was allegedly the ‘leader of the group that was known as the ‘official opposition’ on Tower Hamlets Council upto the May 2006 council election.

She had anything upto 16 councillors including herself, that belonged, on paper, to the same group. They were treated as the official opposition on Tower Hamlets Coun cil...

But did they oppose?


And if they did, did the voters notice their opposition?


This could not be tested more comprehensively than on the matter of the Janet Ludlow role on Crossrail hole plot....

First [that is only yesterday sat 10 May 2008] it was Cherie 'Booth' Blair being flaunted by Rupert Murdoch to sharpen the knife in .Gordon Brown's direction And this morning [Sunday 11 May 2008], it is John Prescott, who is being reported as having claimed to have advised Blair in the past to sack Gordon Brown when Brown was still the UK finance minister in Blair's administration.

Then there has been Peter Mandelson. Giving advice to Gordon Brown

And of all people, Alistair Campbell. Advising Gordon Brown


These are signs if any new were needed that the .Gordon Brown administration is in comprehensive trouble.

If these events in fact lead to Brown’s administration dying, then the post mortem will not necessarily blame Brown. What will be blamed, in a genuine analysis, is the fact that Blair had succeeded in destroying the very things on which he had made so many boastful claims. His boasts were to the opposite effect. He boasted of supporting the democratic structures and institutions that he was in fact smashing up...

The institutions of honesty, transparency in public life. Or the place of honesty and transparency; in public life.

.Gordon Brown has a serious shortage of sound honest opinion. Everyone within any reasonable range of 'power' [however transient, however shallow] is making their pitch. In secret. And in the case of Charles Clarke , he is getting as bitter because of losing power as he was when Blair first sacked him in effect.

The void of democratic audit, of critical mass that could save Brown was created by Blair. And Brown aided Blair in doing that.

Where should Brown turn now?

He should start even at this late stage, to tell the truth and the whole truth.

Her should discard fabrication. And mobilise the masses of people he helped to push into poverty and deprivation to unite behind a banner that will save his career and deliver the limited but only sure way of support in the next 10 years and beyond.

If he can’t see this or if he will not do this then Brown will deserve to go....

Crunch time for Ken Livingstone as London threatens to vote him out

KEN LIVINGSTONE looks exhausted and, given the latest opinion polls, who can blame him?

He sits by a small table in a bland room on the ground floor of the Labour Party’s headquarters, with his mobile glued to his ear, as he listens to messages.

A water main has just burst near City Hall, causing it to be evacuated, and the mayor is concerned Thursday’s election count will not take place at his headquarters.

Livingstone could do without problems like these. Embattled is the only way to describe the 62-year-old mayor, now in his eighth year in office and pushing for a third term in City Hall.

In most polls he lags behind his main rival, Tory candidate Boris Johnson. His administration has recently been engulfed in a series of rows, one which led to his race adviser Lee Jasper resigning early last month.

SECRET PLANS

Last week, leaked emails showed the mayor had approved secret plans to hike the cost of transport fares after the election. (For the record, he promises that “fares and council tax will not go up other than broadly in line with inflation” if he is elected tomorrow. Whether many believe this, we will find out on Friday).

Rarely has opinion been so divided about Livingstone. He seems to have angered as many people as have embraced his radical policies over the last few years, most notably the congestion charge (which all mainstream candidates now support). Londoners seem to either love him or loathe him.

Supporters say he is a charismatic, progressive thinker and a welcome break from some over-polished Westminster politicians. Critics insist he doesn’t listen to Londoners’ concerns, has got into bed with Islamic extremists and has surrounded himself with some unpleasant characters and advisers.

When asked what he will do for the City and London’s economy, Livingstone is happy to skate around the question. “We [the mayor’s office and the City Corporation] have been supportive of each other; we both get huge benefit out of the dynamism of the City.

“Usually you find that business people and myself have been supportive of each other’s positions in terms of lobbying the government on non-doms or the squalid state of Heathrow or how essential it was to get Crossrail,” he says.

RISKY PLEDGE

Livingstone is quick to bring up the £16bn Crossrail project. Transport — in particular his commitment to pushing through Crossrail on time and budget — has been key to his manifesto in 2008. He says he wants to be held accountable for getting the project right.

His pledge is certainly a risky one, given the fiasco of recent large undertakings such as Wembley stadium and Terminal 5. “You’ve got a £16bn project. If it goes £4bn over, that is money that comes out of the business rate or from fare payers.

That can be the difference between 1.5 per cent growth in the economy and a recession,” he says. He defends the big salaries dished out to Transport for London (TFL) executives — something that Johnson has attacked — and says that the person in charge of managing Crossrail can expect a handsome pay packet.

PUNCH AND JUDY

The trading of insults, the claims and counter-claims between Livingstone and Johnson have been entertaining but have they gone too far? The Mayor doesn’t seem to think so and is keen to indulge in yet more of what Tory leader David Cameron once called “Punch and Judy” politics.

“For nearly two decades he [Johnson] has pumped out this reactionary bilge when he was writing for the Spectator and the Telegraph, saying he didn’t like Europe,” says Livingstone, smiling. “How can you be a friend of the City if you have constantly been hostile to the EU, which is a crucial part of our economic base?”

He accuses his rival of “pandering” to the average Daily Telegraph reader in the Home Counties who “props up the bar in the golf club”. Livingstone also accuses Johnson of being badly prepared for the job. “It never occurred to him he would have to run for election in London,” he says.

It’s probably true that everyone, including the mayor, has been surprised by how well Johnson has performed in the polls. It’s hard to say whether Lambeth-born Livingstone dislikes the Tory candidate as much as he lets on — the two have seemed almost chummy during election events.

The mayor cuts a paternal figure when talking about Johnson, tipping him as future mayor and saying he could benefit from some time in City Hall before eventually rising to the position.

It’s certainly a job that needs to be taken seriously. “You can’t make a city successful but you really can screw it up,” Livingstone observes. On that, few voters will disagree.

Word reaches the KHOODEELAAR! No to “Crossrail hole plot-peddler Ken Livingstone” CAMPAIGN around 7 PM UK Time on Tuesday 29 April 2008 that the ‘reception’ the liar ‘received’ during his 12 minutes long ‘appearance’ at the ‘Altab Ali Park’ on Sunday 27 April 2008, convinced the conniving trickster that he did indeed need to play the ‘I will scrap the Crossrail hole-in the East End part of the plot’, after all !!!!!!

The lying careerist Ken Livingstone paid a much-orchestrated and unduly over-publicised ‘visit’ to Brick Lane on friday 25 April 2008.

He was deliberately accompanied into the Brick Lane mosque by a number of identifiable members of the parasitic and the controlling clique on the Crossrail hole-inviting Tower Hamlets Council.

As I have already re[ported shortly after that incident , Khoodeelaar! had decided against holding a demonstration outside the mosque., Or outside any place of worship.

And as I have also observed, we did not wish to mount any demonstration in the Altab Ali Park on sunday - as almost ALL the ‘public’ present there were as curious as we were about that strange ass,assembly.

It was an embarrassing event that had neither truth nor spontaneity about it.

We had the spectacle of four contextually very senior white ‘personalities’ address a relatively small ‘peace rally’ where the lack of communication between the ‘distinguished’ ‘speakers and guests’ and the ordinary, East London, ‘Altab Ali park-attending’ Bangladeshi ‘audience’ could not be more pronounced....

And when Livingstone left the Park by a back exit, he did indeed look a spent personality, despite his two loyal aides and comforters.

In the time between Tony benn’s ‘inaugural’ ‘methodist socialist sermon’ and Ken Livingstone's physical departure from the Altab Ali Park, nothing was said or encouraged from the ‘platform’ that would inspire anyone present.

Unless those present were already linked with one parasite outfit or another that had been party to the orchestrated staged event called the ‘Peace Rally’.
It was an insult to the cause of Peace. And it emphatically was NOT a peace rally.

So it was a sham. And a lie.

What an u wrongly authentic political obituary to the lying self-serving pretend socialist ken Livingstone.....


It was a staged event to beg people to vote for Ken Livingstone on Thursday 1 May 2008.

By the looks of things, and by the sounds of things, people are unlikely to have been ‘won over’.

As if there was any ethical or moral let alone spiritual vision on offer that people could in theory be said to be being called to follow...

It was apathetic that the former [!!!!!] Viscount Stansgate [‘Anthony Wedgwood Benn’] [=’Tony Benn’] looked as bored, fed up and uncomfortable as did the majority of the unattached, ordinary members of the local public who did find themselves as making up the ‘audience’.


It was worse than a captive audience... It was a very bored and very absent audience

That gathering had been advertised and promoted quite widely... On top of the expensively produced Ken Livingstone election leaflet that was being dished out throughout the weekend in East London by a mainly relatively newly-arrived army of ‘Asian’-looking
and professionally engaged ‘volunteers’, fresh-faced and plastic-briefed Anglo-Saxon parades of youthful ‘Ken leaflet-distributors’ too have been visible across the populated parts of ordinary Tower Hamlets.

The prospect is looking distinctly a worrying one. To say the least.

In that broadcast, Ken Livingstone was imaged in a visual display that could only be assigned to the seeker of a ‘national’ office, rather than to a careerist recidivist engaged for another spot of opportunity to burgle the public in whose name he was given the trust the last two terms.......

But the link to ‘national’ is denser in the psychology of Ken Livingstone than may at first appear from the fact that Livingstone is only claiming to be interested in the ‘London mayor’ job.

And the link is not at all pleasant. Far less antiracist.

The ‘antiracist’ card that the paid ‘fronters’ for Ken Livingstone have been flaunting across the inner city parts of London these past fortnight, making all manner of claims along the line that Livingstone is THE antiracist antidote to the ‘Fascist’ BNP....That card being overplayed by Livingstone would clearly be exposed as another Ken Livingstone sham, another big time Livingstone lie.... if the truth were told and known of just how racist Ken Livingstone is and has been.


As has become very clear in the behaviour of every single one of the Blaired Party’s career timeserving tout for the agenda of Big Business, it would not be surprising in the climate of gloom surrounding Gordon Brown right now that even the Lyingstill Livingstone might be harbouring the ambition of succeeding Brown .....

How is that so?

The behaviour of Jack Straw, for instance.

Even the man of straw, [that is a phrase that I had devised about Straw in the 1980s when he was pretending to be spokesman on education in the Neil DIRE Kinnock’s ‘front bench’ in the House of Commons] was abel to protrude a spontaneous smile flicked in the direction of the BBC’s massage-imbibed Victoria Derbyshire inside a BBC radio studio yesterday [Monday 28 April 2008] as if he felt confident at the target's expense when referring to Carole Caplan’s Chequer’s massages...........

Compared to ken Livingstone's ego and ambition, Jack Straw’s equivalent may yet appear too modest and small...

When Livingstone appeared in that election broadcast, he staged the appearance at the Canary Wharf .... Whence he looked down upon the landscape that lay under his gaze.........As he lied about the thousands of jobs that had been created there!!!!.

Now, Livingstone is criticised, ever so mildly, of course [!!!!!], by his ‘former Labour Party comrades’ [Who and WHAT are they ?????] , many of whom are still MPs - for being a fantasist.

But nobody has as yet actually written anything chronicling the deeply clinical insanity that the man suffers from...

When that mayoral tv broadcast went out, containing Livingstone's words of boasts about rising numbers of jobs... the UK economy had already been in the middle of a marked slowdown... That slowdown is continuing today...

So what kind of nutter had could have authorised - or did authorise pr or did approve that that broadcast should go out ?

Only an insane ‘decision maker’ would have given the go ahead to that sort of content...


But the broadcast did go out...

Londoners should vote for Boris Johnson as Mayor on Thursday. They should do so for one reason that overrides all others. Nobody, however able, should serve more than two terms in an elected position of such prominence.

The present Mayor, Ken Livingstone, said as much in 1998 in calling for term limits for mayors, since "corruption tends to flourish the longer they are able to hold on to power".

He was right then and has been proved right ever since. His standing for a third term is a gesture of crude egotism.

The London Mayoralty has yet to come of age. It is only eight years old and has yet to attract the calibre of leadership enjoyed by German, French, Spanish and American cities. But it is maturing.

Both Livingstone and Johnson were high-profile MPs before running for Mayor. Others, such as Richard Branson, Michael Portillo, Alan Sugar and Greg Dyke are known to have considered the post. A better list might be inclined to run if there is a change this time.

So far, all Livingstone has done is put the office on the map. His quirky, mischievous and mildly irresponsible behaviour offered a comfort zone for a feisty and sceptical metropolitan electorate. But he has depended, as always, on his enemies.

First, Margaret Thatcher sanctified him during his dreadful leadership of the Greater London Council in 1981-86 by abolishing it. Then Tony Blair rescued a man he thought unworthy even of junior ministerial office by making the new Mayoralty directly elected, thus allowing him to defeat the Labour candidate in 2000.

Then John Prescott kept in being a 400-strong oversight directorate in Whitehall, to stop Livingstone returning to his bad old ways of chaotic extravagance - in which it was barely successful.

Anyone who questions Johnson's competence to run London should read Andrew Hosken's account (in Ken: The Ups and Downs of Ken Livingstone) of the talents Livingstone brought to the job in 2000. They were zero. In five years at the GLC, he had taxed and spent to the limit of recklessness, including a staggering £50 million on adverts attacking Thatcher's government and £29 million on "women's issues". He showed not an ounce of responsibility.

Livingstone undoubtedly rose to the job of Mayor. He embraced capital as well as labour in the "wide tent" leadership inculcated by direct election. He supported high salaries (not least for his staff) and non-dom tax avoidance. His early alliance with big-money developers and architects may have wrecked London's skyline but it aided his reelection funds.

Yet there are few real credits to set at his door. The prosperity of the metropolis has been due not to him but to Thatcherite privatisation and deregulation of financial services, policies which he earned his political spurs opposing, however much it now suits him to pretend otherwise. For him to claim an iota of credit for London's boom is cheek.

His two most substantive initiatives were an attempt to stop Gordon Brown's privatisation of the Tube and the congestion charge. He was right on the first but failed to win, despite hiring Britain's most costly public servant, Bob Kiley. Hurling a billion pounds at the buses hardly compensated for running what is now the most expensive public transit system in the world.

As for the congestion charge, it has proved a very expensive way of collecting a tax, one that has been imitated nowhere else. Meanwhile, Livingstone's failure to co-ordinate London's utilities has left the streets more dug-up and shambolic than ever.

Property developers may be able to con him with "soft bribes" of a few council flats in return for pepper-potting London with massive luxury blocks, referred to by the Standard's Rowan Moore as "privately controlled spaces outside which is a sea of public grot".

The scandal of the £2.6 billion blown on the so-called London Development Agency ("creating" 80,000 jobs in a city supposedly short of labour) would have gone unnoticed had it not been for this newspaper. This is not honest government.

At innumerable elections rallies, Livingstone has offered no vision for London's future. He cannot handle questions on London's population growth, its appearance or its street crime. Any fool can tax-and-spend on police, but London's force is still overwhelmingly officeand car-bound, to the fury of its citizens.

Then last week, Livingstone admitted he had lied about the Olympics, explaining "exactly how I plotted to ensnare the government" into spending double his estimate on London infrastructure.

If a £9 billion wasteland of unwanted stadiums, sheds and concrete walkways in the East End is his idea of valuefor-money urban renewal, that is reason enough to vote him from office.

In a nutshell, Livingstone has not been an inspirational Mayor, least of all one meriting a third term. Of his opponents, the Liberal Democrat Brian Paddick has not begun to cut the mustard.

Johnson is undeniably untested, but he has survived the campaign with his wildness curbed and only the occasional mishap, as over his estimates of the cost of bus renewal. He would be nothing like as dangerous a choice as four more years of Livingstone.

Johnson has thought respectably about crime policy - including restorative justice that Ken has ignored. He wishes to reform development control and restore borough autonomy. He should certainly reduce the doubleinflation tax rises of Livingstone's regime. Above all, he is well placed to honour HL Menken's adage of urban democracy, a lways " chuck the rapscallions out".

London's election has been unprecedented news. It has featured daily in the national press and on television and even drawn reporters from overseas - hilariously in this week's New Yorker. There have been a dozen packed debates between the contestants. Such a festival of participation is unprecedented in the meek history of British local government.

Those who deplore direct election as un-British, who dislike "personality in politics" and despise localism, have been shown the door. London's Ken v Boris show has given British democracy a shot in the arm. Birmingham, Manchester, Liverpool and other cities should be eating their hearts out.

Civic pride may still be a raucous, bawling infant. But it is alive and kicking. Nothing will serve it better than a high turnout and a vote for change on Thursday. Go for Boris.

The basis facts are that the mass mobilisation in support of the Khoodeelaar! Campaign against Crossrail hole that took place on Sunday 22 January 2006 gave a very clear choice to the Council.

The controlling group has refused to take that option and to sow the seeds of dissension in the community by adopting a confrontational approach to the
Khoodeelaar campaign.

We are fully behind Khoodeelaar and if the Tower Hamlets council has not yet recognised the monumental impact the Khoodeelaar campaign is having, it is living in a fool's paradise.

Over the weekend, telephone calls from Asia were received in London to the effect that many exporters of goods intended to ordinary delivery at addresses in Brick Lane, were refusing to send items on the 'basis that the UK Government is breaking up Brick Lane'.

A key inquiry into the Met's handling of the Stockwell shooting has been shelved for political reasons.

The investigation examined Scotland Yard chief Sir Ian Blair's role following the police killing of Brazilian Jean Charles de Menezes.

The publication of the report in the run-up to the mayoral election could have led to renewed calls for Sir Ian to resign, and in turn damage Ken Livingstone, a key supporter of the commissioner.

Brian Paddick, the Lib-Dem candidate and former Scotland Yard officer, has said he would not allow Sir Ian a second five-year term as commissioner, while Tory contender Boris Johnson has also hinted that he does not fully back Sir Ian.

After interviewing more than 20 police officers and officials, the inquiry was due to deliver a report in February.

Today, however, the Metropolitan Police Authority admitted publication of the report had been delayed because of "political sensitivities" surrounding the mayoral and London Assembly elections.

A spokesman said the report into the 2005 shooting had still not been completed but had been held over because of the election "purdah". The spokesman added that there was the possibility of "people making political capital out of it".

But MPA insiders and senior sources said there had been " inexplicable" delays to the publication of what is expected to be a controversial review.

The report is believed to examine in detail why Sir Ian was not told that the wrong man had been shot until 24 hours after it happened.

The study was originally expected to have been finished in time for the February MPA meeting but was then delayed until last month'smeeting - well before politicians and civil servants are expected to go into purdah in advance of elections.

The decision to delay the report was condemned today by Tory members of the MPA and a Lib-Dem member of the review panel itself.

Richard Barnes, Tory leader on the London Assembly, said: "Clearly if this report is so politically sensitive, it must be damning of the Met. I find it appalling that this has not been published. We are a statutory body in our own right and we should continue as normal, never mind the election."

One of the review's panel members, Lib-Dem Dee Doocey, said: "I had expected that we would at least have a draft by now but we had an email in March saying it was delayed and we have not heard anything since. If this is the reason for the delay then I am astonished."

Mr de Menezes, 27, an electrician, was shot by CO19 officers at Stockwell Tube station on 22 July 2005 after he was mistaken for a suicide bomber following the previous day's failed terror attacks across London.

The MPA inquiry was announced last September by the authority's chairman and Labour London Assembly chief, Len Duvall, who also announced he would chair the review. It was intended to examine issues surrounding how the Met handled information following the shooting and why Sir Ian was kept in the dark.

An MPA spokesman said the decision to delay the report was made at "corporate level".

OFT accuses construction firms over cartel

Government agencies and local authorities are clients who may have overpaid on billions of pounds of building contracts, the Office of Fair Trading has warned, as it accused 112 construction companies of bid-rigging.




Balfour Beatty is among the 112 companies accused of bid-rigging
Following a three-year investigation, the companies have been accused of forming cartels with rivals to bid an inflated price for work on schools, hospitals and other projects to make sure they do not win.

The list of companies accused of bid-rigging include Balfour Beatty, the UK's biggest construction company and builder of the 2012 Olympic aquatics centre in London, and Carillion, the second biggest company.

Those accused could face fines of up to 10pc of global turnover.

The allegations cover a wide range of construction projects in both the public and private sectors mainly in Yorkshire and Humberside.

The OFT also makes the more serious claim that a handful of the businesses, about 5pc, have produced fake invoices based on agreements with rivals whereby the successful bidder paid a "compensation payment" to the unsuccessful party.

In response to the OFT's statement, Matthew Elliott, chief executive of the TaxPayers' Alliance, said: "If these firms have been ripping off taxpayers it is a disgrace – especially from such prominent and supposedly reputable organisations. Public sector projects are paid for by ordinary people who struggle to make ends meet.

"Any company found to have been price-rigging should be punished harshly, but responsibility also lies with the public officials who were such a soft touch."




During the investigation raids have been carried out on almost 60 companies in the search for evidence and 77 companies have volunteered information in an effort to qualify for leniency if fines are imposed.

In a statement this morning Balfour Beatty said: "The company and its operating businesses have co-operated fully with the OFT in all aspects of its investigation. As a result and subject to ongoing co-operation, the OFT has granted leniency to Balfour Beatty, thus reducing any fines which might ultimately be levied on Balfour Beatty or any of its operating businesses.

"Balfour Beatty is confident that all of its subsidiaries are now fully compliant with the Competition Act. Balfour Beatty neither promotes nor condones anti-competitive behaviour."

The contractors now have two months to make written and oral representations to the OFT before it makes a final decision in early 2009 on whether or not competition law has been infringed and how much the companies will be fined.

The OFT has powers to impose fines of up to 10pc of a company's worldwide turnover.

It claims to have uncovered evidence of bid-rigging involving thousands of tenders with a combined value of almost £3bn.
